The Baladna Dairy Farm Project in Adrar, Algeria, is being implemented within the framework of a strategic partnership between Baladna Q.P.S.C. and the Government of Algeria.
The project is located in Timokten, approximately 100 kilometers from the city of Adrar and around 1,435 kilometers southwest of Algiers.
Its operations will be carried out across three distinct sites in southern Algeria, primarily within the province of Adrar. Covering a total area of about 117,000 hectares, the Baladna Algeria Project encompasses three major pillars:
- The production of cereals and fodder
- Cattle farming for the production of milk and meat
- A state-of-the-art milk powder processing facility
The project will be executed in several phases, ultimately reaching a production capacity of 198,000 tons of milk powder.
Position Summary
The position operates across Algiers and the Adrar Project Site, requiring regular presence and coordination between both locations.
The Site General Services Manager is responsible for overseeing all non-production site support operations at the Adrar project, including fleet and transportation management, travel and ticketing coordination, and camp management. This role ensures that all site logistics, accommodation, and mobility services are delivered efficiently, safely, and cost-effectively in compliance with Baladna policies and health, safety, and environmental standards. The position plays a key role in maintaining employee welfare, operational readiness, and seamless site administration by managing contracts, vendors, and on-site support teams.
Key Responsibilities
1. Leadership & Budget
• Define and implement Business Support policies, service levels (SLAs) and annual plan for all locations.
• Prepare and control the consolidated Business Support budget, ensuring cost optimisation.
• Lead and develop the Business Support team and contractor workforce.
· Lead and coordinate Business Support-related training and awareness sessions for employees, site teams and contractors, ensuring consistent understanding of procedures and service standards.
· Develop and maintain clear communication with employees, management, site teams and service providers on Business Support activities, changes, requirements and operational updates.
2. Facilities, Office Services
• Oversee maintenance, cleaning, utilities and office services at HQ and site.
• Supervise access control services in coordination with security.
• Manage leases, insurance and administrative formalities with local authorities.
3. Fleet & Transportation
• Manage the company fleet (utilisation, maintenance, fuel, documentation, safety).
• Implement tracking and scheduling tools and define the fleet renewal plan.
4. Travel & Mobility
• Oversee domestic and international travel in line with the travel policy and site rotations.
• Coordinate visa and permit logistics for expatriates and visitors, with HR.
· Coordinate hotel reservations, accommodation bookings and related travel arrangements for employees, visitors, expatriates and business travellers.
· Ensure timely booking, confirmation and follow-up of flights, hotels and other travel services in line with approved travel arrangements and budgets.
5. Camp & Accommodation
• Ensure efficient camp and staff housing operations, including catering, hygiene and welfare.
• Plan camp capacity in line with project workforce ramp-up.
6. Subcontractor Contract Management
• Prepare specifications for all Business Support services and take part in tender evaluation with Procurement.
• Ensure subcontractors comply with contractual clauses (SLAs, staffing, pricing, HSE, labour obligations).
• Validate service acceptance before payment, apply penalties and manage variations, renewals and vendor evaluations.
7. Reporting & Compliance
• Produce monthly dashboards on costs, service levels and satisfaction.
• Ensure compliance with Baladna policies, Algerian regulations and HSE standards; drive digitalisation of support processes.

Internal: Operations, HR, HSE, Finance, Procurement, Project Management, IT, HR & admin
Communication: Maintain effective and timely communication across all relevant stakeholders to ensure smooth coordination of Business Support activities.
External: Contractors, Travel Agencies, Service Providers, Local Authorities
Education & Experience
• Bachelor’s Degree in Business Administration, Logistics, Hospitality Management, or related field.• Minimum 8–10 years of experience in general services, camp or facility management, or site logistics in large-scale industrial, agricultural, or remote project environments.• Proven experience managing fleet operations, travel coordination, and workforce accommodation.• Strong knowledge of HSE, vendor management, and cost control practices.• Fluency in English and French and/or Arabic preferred.
